blurring back ground

This picture is of my Tasha, how she look the last few years of her life.
I've always loved this one because it captured her and those eyes thet seemed to read every thought I had.
I know this is for your camera and the ways you take pictures with different settings but I'm hoping someone can tell me if the back ground can be blured so Tasha will stand out more

Yes, it's possible to edit the image in Photoshop and manually blur the background around Tasha. However, this requires a fair amount of skill if you want natural looking results.

Skill? will have to work on that.
I only have have PhotoImpact 8 and Photo Explosion Deluxe, (still trying to understand them but don't have PhotoShop.
Will check that one out.
